[첨단무기시리즈] 글로벌 호크가 탐나는 세가지 이유

미국은 ‘판다, 안 판다’는 입장을 번복해 가며 글로벌 호크를 한미 국방외교의 ‘미끼’처럼 활용한다. 우리 당국과 미묘한 줄다리기를 벌이고 있다. 도대체 글로벌 호크가 뭐 길래?
전문가들이 분석하는 ‘글로벌 호크가 탐나는 세 가지 이유’를 들어보자.


첫째, 가장 높이 난다.

인공위성을 통해 조종되는 무인 정찰기 글로벌 호크의 작전 고도는 20km다. 이는 성층권이다. 인공위성 바로 아래에서 지상을 내려다 본다. 성층권 하단부를 나는 여객기의 고도가 12km임을 감안한다면 정말 까마득한 높이다. 전투기의 고고도 훈련도 최고 10~12km에서 이뤄진다. 높다는 것은 넓게 본다는 장점이 있다. 중요한 것은 고도가 워낙 높아 적으로부터 공격을 받지 않는다. 지구상 어떤 전투기도 이 정도 높이에서 요격임무를 수행하기 힘들다. F-15의 경우 한계고도를 20km로 잡고 있지만 산소가 희박해 엔진 효율이 떨어진다. 올라가자마자 다시 재급유를 받으러 내려와야 한다. 설사 요격이 가능하다 하더라도 글로벌 호크의 레이다에 먼저 잡힌다. 미사일도 마찬가지다. 이 정도 높이에 있는 글로벌 호크를 명중시키는 미사일은 거의 없다. 설사 있다 하더라도 올라오는 동안 레이다 포착된다. 자리를 피하면 그만이다. 비싼 미사일만 날리게 된다. 한때 비슷한 고도에서 작전을 펼치던 미국의 정찰기 U2가 구소련의 미사일에 맞아 떨어지는 경우가 있었지만 첨단 레이다로 무장한 글로벌호크와는 경우가 다르다.

둘째, 가장 오래 난다.

미국의 주요 방산업체인 노드롭 그루만사가 생산하는 글로벌호크는 2001년 3월21일 뉴멕시코에 있는 미군 화이트샌드 미사일레인지에서 30시간 24분을 비행해 무인기 부분 세계 최장 비행 기록을 세운 바 있다. FAI 기록원이 현장에 없어 비공인기록으로 남게 됐지만 현존하는 정찰기 중 가장 오래 나는 기종임에는 틀림없다(무인기 최장비행기록은 미국 QinetiQ’사의 초경량 태양열전지비행기 Zephyr의 54시간이다. 그러나 이 UAV는 실험기다).

글로벌호크(RQ-4)의 동체길이는 14.5m지만 날개폭은 39.9m다. 날개가 동체에 비해 3배 정도 길다. 그만큼 비행효율이 높다. 작전거리에 따라 다르지만 최고 35시간을 날수 있다. 약 5000km 범위의 작전거리에서 24시간 이상 비행하며 정찰활동을 할 수 있다. 가장 높은 곳에서, 가장 오래 또 자세히 본다. 인공위성도 자세히 보지만 오래보지는 못한다. 궤도에 따라 돌기 때문에 금방 지나간다. 첩보위성의 주기를 알면 얼마든지 적에게 노출되는 것을 피할 수 있는 것이다.

그러나 글로벌 호크 서너 대만 있으면 교대로 떠서 일년 내내 북한 전역을 손바닥 보듯이 들여다 볼 수 있다는 것을 의미한다.

미사일이 닿지 않는 높은 위치에서 하루가 넘도록 들여다보고 있으니 당하는 쪽은 애만 탈 뿐이다. ‘지붕 쳐다보는 개’ 꼴이 된다. 감추고 싶은 ‘속살’을 보일 수밖에 없는 것이다.


셋째, 가장 자세히 본다.

글로벌 호크의 ‘눈’이라고 할 수 있는 SAR(Synthetic Aperture Radar-합성개구레이다, 레이온사 제작)의 최고 해상도는 30cm로 첨단 첩보위성과 맞먹는다. SAR(Synthetic Aperture Radar)은 항공기나 인공위성 등에 탑재해 이동하면서 목표물에 레이다를 쏘아 이에 부딪쳐 반사되는 레이다 신호를 컴퓨터 등을 이용해 분석, 합성한 뒤 영상으로 합성해 주는 최첨단 관측 장비다. 레이저 파를 이용하기 때문에 구름을 뚫고 촬영이 가능하다. 낮밤도 관계없다. 우리나라가 2006년 발사에 성공한 무궁화5호 위성의 해상도가 1m인 점을 감안하면 세배 이상의 높은 해상도다.

 

글로벌 호크의 SAR은 세가지 모드가 있다. 30cm의 물체를 1개의 점으로 표시하는 고해상도 스폿모드로는 24시간 동안 7,600평방킬로미터에 이르는 지역을 촬영할 수 있다. 또 1m해상도인 광역탐색 모드(Wide Area Search mode)를 사용하면 24시간이면 138,000평방킬로미터의 지역을 촬영 할 수 있다. 북한의 면적이 122,762평방킬로미터이므로 하루 만에 북한 전역을 1m해상도 사진으로 촬영하고도 남는다.

글로벌 호크의 SAR은 이동표적추적모드(Moving Target Indicator mode)도 있는데 이 방식을 이용하면 1분 안에 15,000평방미터 지역에서 시속 7.5km이상으로 움직이는 모든 표적을 탐지할 수 있다. 가장 높은 곳에서, 가장 오래, 가장 자세히 보는 글로벌 호크. 대당 720억원에 달하는 금액이 아깝지 않은 지구상 최고의 정찰기다.

버핏 “내 성공은 5명의 여성 덕분”

“공허한 마음을 채워주고 나를 돌봐준 것은 여성들이었다.”

‘투자의 귀재’라고 불리는 워런 버핏(사진) 버크셔해서웨이 회장이 29일 출간되는 자서전 ‘스노볼(눈 덩이): 워런 버핏과 인생경영’에서 자신에게 큰 영향을 끼친 여성 5명을 소개했다고 시사주간 타임 인터넷판이 23일 전했다.

어머니의 사랑을 받지 못했던 그를 처음으로 어루만져 준 여성은 첫 아내 수전. 결혼 당시만 해도 버핏 회장은 대인 관계에 어려움을 겪을 정도로 원만한 성격이 아니었다.

그는 일에만 매달렸다. 수전은 남편이 800만∼1000만 달러를 모으면 가족의 품으로 돌아올 것으로 생각했지만 버핏 회장의 일 욕심은 끝이 없었다.

결국 수전은 자녀들이 장성한 뒤 1977년 남편 곁을 떠났다. 이혼은 하지 않은 채 27년 동안 따로 살았다. 버핏 회장은 이 일을 인생 최대의 실수라고 후회했다. “식사도 제대로 못하고 옷도 못 챙겨 입을 정도”로 혼란스러웠다.

이후 버핏 회장은 수전이 구강암에 걸렸다는 소식에 몇 시간 동안 목 놓아 울었다. 수전이 암 치료로 죽밖에 먹지 못하자 자신도 하루 식사량을 1000kcal로 줄였다. 버핏 회장은 수전 사망(2004년) 2년 뒤 애스트리드 멩크스와 재혼한다. 멩크스는 수전이 남편을 돌봐줄 것을 부탁했던 여성.

워싱턴포스트의 발행인이었던 고 캐서린 그레이엄도 버핏 회장에게 빼놓을 수 없는 인물. 그레이엄은 버핏 회장이 상류사회에 들어갈 수 있도록 이끌어줬다. 버핏 회장은 그레이엄에게 사업과 투자에 대해 가르치며 서로의 부족한 부분을 채웠다.

이 밖에 버핏 회장의 브리지 게임(카드의 일종) 친구였던 샤론 오스버그는 버핏 회장에게 컴퓨터 사용을 적극 권유했고 경제주간지 포천 편집장이었던 캐럴 루미스는 버핏 회장이 주주들에게 매년 편지 쓰는 것을 도왔다.

Une tour pyramidale à Paris




     Un projet privé de tour de bureaux porte de Versailles, dans le XVe arrondissement de Paris, a été présenté aujourd'hui par le maire de Paris, Bertrand Delanoë, alors que le Conseil de Paris est divisé sur la construction de tels édifices. Cette tour d'une hauteur de 150 à 180 mètres sera une pyramide très effilée construite par le promoteur Unibail, à partir des plans de l'agence suisse Herzog et de Meuron sur le site du Parc des expositions. Il s'agira de la première tour construite dans Paris intra muros depuis la tour Montparnasse, 210 mètres, il y a une trentaine d'années.

La Tour Montparnasse est une horreur, ça suffit comme ça !

Encore des bureaux !? Il y a des centaines de beaux immeubles haussmanniens ou autres monuments à restaurer ou à entretenir correctement, des milliers d'appartements ou de bureaux inoccupés dans Paris, pourquoi construire encore un truc inadapté, qui vieillira mal, très cher à l'entretien et pas en adéquation avec le charme de Paris.

Dans les années 70 les architectes d'alors s'en sont donné à coeur joie avec leur Ville nouvelles, expression du génie architectural du moment... 40 ans après elles sont le symbole de l'inhumanité et de ce qu'il ne faut pas faire....

Question: Qu'en aurait il été si elles avaient été construite dans Paris, comme le Corbusier voulait le faire aux Halles...? On aurait défiguré Paris. On aurait eu droit à des "Désolé on ne savait pas de la part des coupables...." Maintenant on sait.

Quelle arrogance que de vouloir défigurer ce qui existe déjà, un peu comme la tour montparnasse le fait au milieu de Paris... Pourquoi détruire ce que les autres ont fait? N'y a t il pas des cités à reconstruire? Est ce parce que l'architecture contemporaine est incapable d'égaler ses ancêtres qu'elle essaye de les détruire, la comparaison lui est si difficile que ça?

In South Korea, the good life is a full-service bathhouse

      When Koreans evoke the good life, they often talk of a "warm back and full stomach."

Nowhere has the Korean penchant for finding a hot floor to lie on (a feature of every traditional house) and eating one's fill found fuller expression than in the jjimjilbang, the 24-hour-a-day public bathhouse.


But calling the jjimjilbang a bathhouse hardly begins to describe its attractions.

"Here, you take a bath and a sauna. But you can also eat, sleep, date, watch television, read, play computer games. It's one-stop total service in the Korean way of relaxing," said Kim Eun Yeong, 40, who teaches Japanese at Hanyang University in Seoul.


On this day, Kim was relaxing at World Cup Spaland, one of the city's largest jjimjilbang. She had just crawled out of an igloo-shaped room. Inside, on a pile of snow-white rock salt huddled a dozen men and women, all clad in identical yellow T-shirts and shorts. The temperature inside the room, appropriately called a kiln, was 100 degrees Celsius (212 Fahrenheit).



Before moving on to other forms of jjimjil, or saunas, Kim was taking a breather in a large common area with a heated floor. Beads of sweat rolled down her face.

Sprawled about her were men, women and children, some asleep, their heads resting on wooden block pillows. Others were watching a soap opera on a wall-hung TV. Kim's 9-year-old son, Cho Yoon Geun, was reading a comic book.

"My family comes here at least once a month," Kim said. "When my friends and I want to get together, we say, 'Let's meet at a jjimjilbang.' We even held our school reunion here."


Although Korean villagers had long bathed in streams, the first public bathhouse was not built until 1925, mostly to cater to Japanese colonialists. The institution quickly became part of Korean social life. Most neighborhoods had one. Inside, patrons sat in or around large, sex-segregated baths filled with scalding water, gossiping and scooping water with gourds. Scrubbing other bathers' backs, even strangers', was common practice.

Koreans often say they are drawn to a jjimjilbang because they miss the ondol, the heated floor Korean families slept on until they began moving to high-rise apartments and Western-style beds.

Traditionally, Korean fathers liked to take their sons, and mothers their daughters, to bathhouses. Rubbing each other's backs has been a time-honored way of building parent-child bonds. Unlike the old bathhouses, which had no common area for men and women, jjimjilbang bring the whole family together.


"We don't consider someone a real friend until we take a bath together," said Han Jae Kwan, 25, a college student.

His girlfriend, Yang Eun Jeong, agreed: "We women also believe we become closer when we get naked and bathe together."

The two were playing the board game Go after emerging from the sauna. Since most young Koreans live with their parents until they marry, jjimjilbang have become popular places for couples to spend time together.

"We often come here on a date," Han said. "At a café, the owner gives you an unwelcome look after a few hours if you don't order more. But here, you can stay as long as you want."


Yang winces at some scenes in the jjimjilbang: young couples kissing, or the girl sleeping with her head on her boyfriend's arm, in a room full of strangers.

Snoring is another problem, when people doze off on the heated floor. So are the potential complications of so many people sleeping together.


"At night, many different families sleep on the same large floor," said Kim, the Japanese instructor. "Sometimes, they get mixed up while they're sleeping. It can be embarrassing."

New Jerusalem vehicle "attack" as Livni seeks govt

     A Palestinian rammed his car into a group of Israeli soldiers in Jerusalem on Monday, hours after Foreign Minster Tzipi Livni agreed to try to form a new government that can avert an election and forge a peace deal.

 

The man, who neighbours said lived in Jerusalem, was shot dead after injuring 15 of the soldiers and four others, under the walls of the Old City on a road that marks the dividing "Green Line" between Arab East Jerusalem and the Jewish west.

 

 

Police described it as a "terrorist" attack, the third of its kind using vehicles against Israelis in the city since July. There was no immediately credible claim of responsibility.

 

It highlighted the security problems Livni faces as she seeks to build a workable government following the resignation of Prime Minister Ehud Olmert over a corruption scandal.

 

It is far from certain she will succeed in building a new coalition and failure may well mean a parliamentary election, which polls indicate would favour the right-wing opposition.

 

Two of those hurt were in a serious condition, medics said.

A police spokesman said a soldier and then a policeman fired at the driver. He lay dead in the road by his black BMW car.

 

"It was a terror attack," police spokesman Micky Rosenfeld said, adding that a soldier and a policeman shot the driver.

The soldiers were on a late-night educational tour of the city ahead of next week's celebration of the Jewish New Year.

 

Dozens of ultra-Orthodox Jews gathered nearby. Some chanted "Death to Arabs". Police fired tear gas to disperse them.

 

Twice in July, Palestinian construction workers using earthmoving equipment attacked Israelis in Jerusalem, in one case killing three. Both were shot dead.

Disgraced SKorean scientist to get cloning patent

Hwang Woo-suk's purported breakthroughs in cloning stem cells raised hopes for developing cures to diseases such as Alzheimer's, but they were deemed fraudulent in 2005 when a key paper on the technology was found to have fake data.

 

He continued to insist that his technology worked, and his team later applied for patents in some 10 countries.

 

Australian patent authorities decided earlier this year to give Hwang the patent, and in June issued a call for any opposition to the move. There has been no opposition and the deadline for input expires this week, according to Hwang's SooAm Biotech Research Foundation in South Korea.

An official with the Australian patent agency, IP Australia, confirmed that there had been no opposition to the application and that the patent was to be granted Thursday. She declined to give her name, saying she was not authorized to speak to media.

 

IP Australia said it would explain later Tuesday why it decided to grant the patent.

"This shows that Hwang's achievements, disparaged at home, are being acknowledged abroad. The truth is becoming known," said SooAm adviser Hyun Sang-hwan, who also works as a veterinary professor at Chungbuk National University in South Korea.

 

Australia would be the first country to grant Hwang a patent in his work in the controversial field of human cloning. The patent would mean anyone in Australia using Hwang's technology to produce medicine must pay royalty, said Kim Soon-woong, a patent agent for SooAm.

 

His former Seoul National University team said it successfully created the world's first known cloned dog in 2005, and that achievement was independently confirmed.

Lyle Armstrong, a stem cell biology expert at the Institute of Human Genetics at Britain's Newcastle University, said Australia may have scientific reasons for patenting Hwang's technology. He said newer methods of cloning human embryos have been developed since Hwang's claim of a breakthrough but are far more expensive.

 

 

However, "there will always be a doubt in the minds of scientists around the world: He faked it before — what's he doing now?" he said Monday.

Hwang and his former colleagues at Seoul National University had claimed in a 2004 paper in the journal Science that they had produced a human embryo through cloning — and recovered stem cells from it.

 

 

Scientists say stem cells are key to developing cures to diseases such as Alzheimer's or Parkinson's, but they are difficult to produce. Hwang was the first scientist to claim success in extracting stem cells from an embryo.

In 2005, Hwang claimed in Science that he had created human embryonic stem cells genetically matched to specific patients, a technique that would have been a breakthrough because of the cell's ability to withstand rejection by the patient's immune system.

 

 

However, a Seoul National University committee later declared the 2005 paper a fraud after finding faked data, and also cast doubt on his 2004 paper. Science later withdrew Hwang's both papers.


Hwang publicly apologized for faking data in the two papers but claimed he was deceived by a fellow researcher who switched his cell lines.


Hwang, stripped of his right to carry out research on cloning human embryos in South Korea, is now focusing on dogs.

In June, the SooAm team announced they had created 17 clones of the endangered Tibetan mastiff.

Hwang is currently in South Korea, but SooAm adviser Hyun said he was not available for comment.

Paul Krugman: Cash for trash

      Some skeptics are calling Henry Paulson's $700 billion rescue plan for the U.S. financial system "cash for trash." Others are calling the proposed legislation the Authorization for Use of Financial Force, after the Authorization for Use of Military Force, the infamous bill that gave the Bush administration the green light to invade Iraq. 


There's justice in the gibes. Everyone agrees that something major must be done. But Paulson is demanding extraordinary power for himself - and for his successor - to deploy taxpayers' money on behalf of a plan that, as far as I can see, doesn't make sense.


Some are saying that we Americans should simply trust Paulson, because he's a smart guy who knows what he's doing. But that's only half true: He is a smart guy, but what, exactly, in the experience of the past year and a half - a period during which Paulson repeatedly declared the financial crisis "contained," and then offered a series of unsuccessful fixes - justifies the belief that he knows what he's doing? He's making it up as he goes along, just like the rest of us.



So let's try to think this through for ourselves. I have a four-step view of the financial crisis:

1. The bursting of the housing bubble has led to a surge in defaults and foreclosures, which in turn has led to a plunge in the prices of mortgage-backed securities - assets whose value ultimately comes from mortgage payments.

 

2. These financial losses have left many financial institutions with too little capital - too few assets compared with their debt. This problem is especially severe because everyone took on so much debt during the bubble years.

3. Because financial institutions have too little capital relative to their debt, they haven't been able or willing to provide the credit the economy needs.

4. Financial institutions have been trying to pay down their debt by selling assets, including those mortgage-backed securities, but this drives asset prices down and makes their financial position even worse. This vicious circle is what some call the "paradox of deleveraging."


The Paulson plan calls for the federal government to buy up $700 billion worth of troubled assets, mainly mortgage-backed securities.



How does this resolve the crisis?


Well, it might - might - break the vicious circle of deleveraging, step 4 in my capsule description. Even that isn't clear: The prices of many assets, not just those the Treasury proposes to buy, are under pressure. And even if the vicious circle is limited, the financial system will still be crippled by inadequate capital.

Or rather, it will be crippled by inadequate capital unless the federal government hugely overpays for the assets it buys, giving financial firms - and their stockholders and executives - a giant windfall at taxpayer expense. Did I mention that I'm not happy with this plan?



The logic of the crisis seems to call for an intervention, not at step 4, but at step 2: the financial system needs more capital. And if the government is going to provide capital to financial firms, it should get what people who provide capital are entitled to - a share in ownership, so that all the gains if the rescue plan works don't go to the people who made the mess in the first place.


That's what happened in the savings and loan crisis: The feds took over ownership of the bad banks, not just their bad assets. It's also what happened with Fannie and Freddie. (And by the way, that rescue has done what it was supposed to. Mortgage interest rates have come down sharply since the federal takeover.)


But Paulson insists that he wants a "clean" plan. "Clean," in this context, means a taxpayer-financed bailout with no strings attached - no quid pro quo on the part of those being bailed out. Why is that a good thing? Add to this the fact that Paulson is also demanding dictatorial authority, plus immunity from review "by any court of law or any administrative agency," and this adds up to an unacceptable proposal.


I'm aware that Congress is under enormous pressure to agree to the Paulson plan in the next few days, with at most a few modifications that make it slightly less bad. Basically, after having spent a year and a half telling everyone that things were under control, the Bush administration says that the sky is falling, and that to save the world Americans have to do exactly what it says now now now.


But I'd urge Congress to pause for a minute, take a deep breath, and try to seriously rework the structure of the plan, making it a plan that addresses the real problem. Don't let yourself be railroaded - if this plan goes through in anything like its current form, we'll all be very sorry in the not-too-distant future.

 

 

Malaysian blogger jailed for 2 years

     Malaysia jailed a prominent political blogger for two years under a strict security law that can keep him in prison indefinitely, a lawyer said Tuesday.

Online commentator Raja Petra Raja Kamarudin, known for his anti-government views, was already in police custody and was served a detention order Monday night, said his lawyer Malik Imtiaz Sarwar.

The order was signed by Home Minister Syed Hamid Albar, who has said Raja Petra's writings pose a threat to national security by creating racial tension.

Raja Petra has increasingly infuriated authorities by publishing numerous claims about alleged wrongdoings by government leaders on his popular site, Malaysia Today, which serves as his blog as well as a news portal. The government has denounced most of Raja Petra's allegations as lies.

Government officials could not immediately be reached for comment.

 

 

Raja Petra was arrested on Sept. 12 under the Internal Security Act, which allows an initial detention of two months for investigation, followed by a two-year jail period that can be renewed indefinitely.

He will be held at the Kamunting Detention Center in the central state of Perak. The center houses detainees held under the security law, most of whom are suspected Islamic extremists.

Raja Petra's arrest triggered widespread protests by civil society groups, lawyers and other online commentators. Along with Raja Petra, authorities also arrested an opposition lawmaker and a journalist on Sept. 12, but they were released subsequently.

The Internal Security Act is a holdover from British colonial days, when it was used against communist insurgents. Independent Malaysia's postcolonial government has kept it in the statute books and has used it sparingly against political dissidents, ignoring calls from opposition groups and others to disband the law.

A professor and a banker bury their free market dogma

     For the last year, as the U.S. economy lurched from crisis to crisis, the chairman of the Federal Reserve Board, Ben Bernanke, had been warning Henry Paulson Jr., the Treasury secretary, that the worsening situation might ultimately force a sweeping U.S. government intervention.

A longtime student of the Great Depression, Bernanke was acutely aware of what could happen without a decisive move. Finally, the moment that called for action arrived late Wednesday. Less than 24 hours after the Fed bailed out American International Group, the giant insurer, it was clear the turmoil gripping Wall Street was only growing worse and that ad hoc solutions were not working.

 

Talking into a speaker phone from his ornate office, Bernanke told Paulson that it was time to adopt a comprehensive strategy that Congress would have to approve. Paulson understood. Reluctant in recent days to send Congress a plan that lawmakers had warned had little chance of quick passage, he had worried that a rejection would only further shock the markets. But during two conference calls Wednesday night and Thursday morning, he agreed that they had no choice.

"It just happened dramatically," Paulson said in an interview Friday. "There was only one way that we could reassure the markets and deal with a very significant and broad-based freezing of the credit market. There was no political calculus. It was overwhelmingly obvious."

Just like that, Bernanke, the reserved former Ivy League professor, and Paulson, the hard-charging former Wall Street deal maker, began what would be the U.S. government's largest economic rescue operation in modern times, one that rivals the Iraq war in cost and at the same time may redefine Washington's role in the marketplace for years.

"Hank is just the most hyperactive, get-it-done kind of guy who's always trying to get the problem solved and move on. He's impatient to fix things," said Allan Hubbard, a former national economic adviser to Bush. "Ben is much more low-key. He's very thoughtful. He's an incredible thinker, listens well, analyzes well and is not intimidated by anyone. It's probably a great pair."

While Bernanke talks in lofty terms and Paulson speaks in great bursts of Wall Street jock language, the new Washington odd couple bonded in part over baseball. The Treasury secretary is a Chicago Cubs fan and the Fed chairman is a Boston Red Sox fan who has adopted the Washington Nationals and shares season tickets with the White House chief of staff, Joshua Bolten.

But neither Paulson nor Bernanke has been deeply involved in the political process before. As they try to navigate Washington together, they have surrounded themselves respectively with advisers drawn from Goldman and career professionals at the Fed.

Paulson initially declined to join the cabinet. He changed his mind only after extensive lobbying by Bolten, a former Goldman executive, and commitments by Bush to let him truly run economic policy, unlike his predecessors. The Hammer, as Paulson has been called since his days on the Dartmouth football squad, brought to Washington his characteristic intensity.

"He is a hurricane. He is used to living in a turbulent world," said John Bryan Jr., a close friend and former chief executive of Sara Lee Corp. "He has lived in a world of deadlines, decisions and pressure-packed things."

헉 아피스펜이 코앞에 있었다

국내최초 그리고 유일하게 만년필 닙제작이 가능하다는 아피스.

국산브랜드는 자바도 있다지만 디자인만 한국에서하고 제작은 전부 독일산이라한다.

만년필에 관심가지기 시작하면서 순 유럽산만 있는줄 알았더니

일제가 있는데 못지않게 좋은것도 알게되고, 그럼 국산은 없나?하는 수순으로 간 관심.

 

역사가 짧다지만 사이트가 좀 초라하네.. 유일한 만년필회사인데 ..

그래도 국산닙이 어느경지인지 꼭 경험하고 싶다.

The post-Lehman world

      A few years ago, real estate was all the rage. Earlier this year, the business magazines were telling us to invest in Lehman Brothers and Merrill Lynch, because those stocks were bound to zoom. Now another herd is on the march.

We're in a paradigm shift, its members say. The current financial turmoil marks the end of the era of wide-open global capitalism. Today's gigantic government acquisitions signal a new political era, with more federal activism and tighter regulations.

This observation is then followed by a string of ethereal gottas and shoulds. We Americans gotta have smart regulation that offers security but doesn't stifle innovation. We gotta have rules that inhibit reckless gambling without squelching sensible risk-taking. We should limit excesses during booms and head off liquidations when things go bad.

 

It all sounds great (like buying a house with no money down), but do you mind if I do a little due diligence?

 

In the first place,

the idea that America's problems stem from light regulation and could be solved by more regulation doesn't fit all the facts. The current financial crisis is centered around highly regulated investment banks, while lightly regulated hedge funds are not doing so badly. Two of the biggest miscreants were Fannie Mae and Freddie Mac, which, in theory, "were probably the world's most heavily supervised financial institutions," according to Jonathan Kay of The Financial Times.

 

Moreover, there is a lot of lamentation about Clinton-era reforms that loosened restrictions on banks. But it's hard, as Megan McArdle of The Atlantic notes, to see what these reforms had to do with rising house prices, the flood of foreign investment that fed the credit bubble and the global creation of complex new financial instruments for pricing and distributing risk.

 

In other words, maybe there is something more going on here than just a bunch of laissez-faire regulators asleep at the wheel. But even if it is true that America needs more federal activism, I'm a little curious about what we're going to need to make the system work.

 

Surely, we're going to need lawmakers who understand what caused the current meltdown and who can design rules to make sure it doesn't happen again. And yet there's no consensus about what caused this bubble.

Some people blame the Fed's monetary policies, but some say the Fed had only a marginal effect. Some argue a flood of foreign investment allowed us to live beyond our means, while others say bad accounting regulations after Enron created a chain reaction of losses.

We'd need regulators who could spot a bubble and squelch a boom just when things seem to be going good, who can scare away foreign investment and who could over-rule popularity-mongering presidents. (The statements by the two candidates this week have been moronic.)

 

To sum it all up, this supposed new era of federal activism is going to confront some old problems: the lack of information available to government planners, the inability to keep up with or control complex economic systems, the fact that political considerations invariably distort the best laid plans.

This doesn't mean there's nothing to be done. Martin Wolf suggests countercyclical capital requirements. Everybody seems to be for some updated version of the Resolution Trust Corp., though disposing of complex debt securities has got to be more difficult than disposing of commercial real estate.

 

 

It's just that there's a big difference between dreaming of some ideal regulatory regime and actually putting one into practice. Everybody says we're about to enter a new political era, rich in global financial regulation. The herd might just be wrong once again.

Rumors swirl around North Korean leader

      Many South Koreans fear that Kim's death or incapacitation could precipitate a fierce power struggle in the nuclear-armed country, and perhaps a flood of refugees, that would be felt along the 250-kilometer-long DMZ. Despite its name, this is the world's most heavily armed frontier, carpeted with land mines and guarded by nearly two million troops ready to resume, at a moment's notice, a war that was suspended in 1953, but never officially concluded with a peace treaty.

So far, North Korea has shown no signs of unrest and - if Kim is indeed gravely ill - has been doing its best to demonstrate that it is business as usual inside the world's most secretive regime, officials and analysts in Seoul said.

In the past week, North Korea's state-run media have reported that Kim was executing his normal business, sending letters to foreign leaders and wreaths of flowers to the North's national cemeteries. But they did not show Kim.

"It's all nonsense spread by bad people who wish ill for our country," Hyon Hak Bong, a North Korean diplomat, told South Korean reporters at the border village of Panmunjom on Friday, condemning the news reports.

Reports about Kim's health have surged since he failed to show up at the parade on Sept. 9 marking the 60th anniversary of the North's founding.

Publicly, the South Korean government has said only that it has intelligence reports that Kim had a stroke but is recovering and that his grip on power remains unchallenged.

Kim, 66, took over after his father's death in the first hereditary transfer of power in the Communist world. He does not appear to have groomed any of his three sons as an heir.

His control has been so pervasive and the country's isolation so deep that no outside observers can say for sure who is in and out of favor in Kim's inner circles. The lack of information provides fertile ground for speculation about Kim's condition and its ramifications. News reports citing unnamed sources - or no sources at all, or quoting analysts' conjectures - proliferate, especially in South Korea and Japan.

"What makes the situation more confusing is that commentators' and sources' conjectures are colored by their political and ideological agendas," said Paik Hak Soon, a senior North Korea observer at the independent Sejong Institute near Seoul.

Depending on the Seoul newspaper, Kim's condition varies from "four limbs paralyzed" to "spasms after brain surgery" to "able to brush his own teeth."

Lee Cheol Woo, a governing party lawmaker who was briefed by the government's spy agency, said Kim "can speak and stand if assisted."

Japan's Mainichi newspaper, quoting an unnamed Chinese source, reported this week that Kim began losing consciousness at work in April and could not properly govern. Toshimitsu Shigemura, a professor at Waseda University in Tokyo, recently insisted that Kim died in 2003 and that what the world has seen since have been his body doubles.

As for the cause of Kim's stroke, reports have cited his gourmet tastes and his habit of working late nights. Some South Korean newspapers have ventured that Kim collapsed after his youngest son, Kim Jong Un, was injured in a car accident.

These reports say Kim favors Jong Un, 25, because he "looks and talks like his father," although no picture of him has been available.

Many officials and analysts in Seoul predict that if Kim dies suddenly, the North's military and party elite are most likely to form a collective leadership.

Others say that if he survives long enough, he will eventually try to turn power over to one of his sons.

말 못하는 짐승이라고들 하지만
말을 할수는 없을뿐 다 알아듣고 있답니다.

우리 생각보다 훨씬 많이 그아이들은 알아듣고 있습니다.


그러니까 행여 함께 살고 있는 동물들이 상처받을 말을

알아듣지 못할거라 생각하고
무심코 아이가 듣는곳에서 하지 마세요.

법원의 훈계

범죄단체 구성혐의로 재판을 받았던 사상통합파 피고인들에 대해 지난해 4월 부산지법 1심 재판부가 선고 말미에 피고인들에게 다시는 조직범죄를 저지르지 않도록 당부한 훈계문이 뒤늦게 알려져 화제를 낳고 있다.
당시 부산지법 제5형사부(고종주 부장판사)는 선고 말미에 갑자기 '선고에 이어 특별한 당부를 덧붙이고자 한다'며 훈계문을 낭독했다. 재판부는 또 "세상에는 고통을 겪으면서도 땀 흘려 일하는 사람들이 많은데 좋은 신체와 건강을 갖고 있으면서 왜 선하게 살려는 사람들에 기생해 그들을 괴롭히냐"며 "선처를 탄원한 가족들을 생각하라"고 훈계했는데 재판을 방청한 방청객들이 글이 좋다며 받아기도 하는 등 적잖은 반향을 일으킨 것으로 알려졌다. (by 노컷뉴스:hahoi@cbs.co.kr)

② 작금의 세태는 여러 매체를 통하여 폭력조직원들의 생활을 멋있게 묘사하거나 희화화하고, 폭력조직원들 사이의 부적절한 유대감마저 의리라는 이름으로 미화시키곤 합니다. 그러나 폭력이란 앞서 언급한 것처럼 어떠한 이유에서도 정당화될 수 없습니다.

더구나 조직의 세를 등에 업은 폭력은 비열하고 야비하기까지 합니다. 의리란 사람으로서 지켜야 할 바른 도리 또는 신의를 지켜야 할 교제상의 도리를 일컫는 것이므로, 범죄행위를 함께 하는 자들 사이에서의 유대감까지 의리라고 부를 수는 없다는 점을 지적하지 않을 수 없습니다.

피고인들이 지켜야 한다고 혹시 믿고 있을지 모르는 의리라는 것은, 피고인들을 포함한 선후배나 친구들이 건전한 사회인으로 처신하는 경우에만 지켜질 수 있는 것이므로, 그 선후배나 친구들이 부적절한 처신으로 범죄행위에 연루되어 있을 때는, 이들을 적극적으로 교화하거나 혹은 이들을 멀리 하는 것이 바로 의리라는 점을 주의적으로 환기시키고자 합니다.

③ 피고인들의 자세한 성장환경과 삶의 여건을 우리는 구체적으로 알지는 못하나, 증거에 의하면, 여러분들은 대부분 잘못된 선배나 친구를 사귀거나 혹은 자신의 순간적인 오판으로 마약에 손을 대기도 하였고 조직적인 폭력 세계에 몸을 담은 후 이를 기반으로 무위도식하고, 이러한 죄책으로 처벌받아 수형생활을 반복하는 연쇄적인 악순환이 계속되는 것으로 보입니다.

조직적인 폭력의 힘에 기대어 아무런 노동이나 정당한 대가도 없이 손쉽게 금전적 이득을 취하고 권력을 휘두르는 것은 대단히 유혹적일 수 있습니다. 그러나 피고인들이 잠시 동안 향유한 힘과 손에 넣은 소소한 금전적 이득은 아무런 대가가 없는 것이 결코 아닙니다.

피고인들이 크지 않은 돈 몇 푼과 폭력에 신체에 대한 위해를 면하기 위하여 마지못해 굴복한 사람들의 내키지 아니한 대접과 맞바꾼 것은 다름 아니라, 바로, 무엇보다 소중한 피고인들의 자유와 피고인들이 반성문을 통하여 그 소중함을 깨달았노라고 누누이 말한 피고인들을 의지하는 가족들의 고통과 희생입니다.

과연 어느 것이 더 소중한 것인지는 묻지 않아도 명백합니다. 차후에라도 또 다시 범죄의 유혹이 다가올 때마다 이 점을 먼저 상기하여 볼 것을 권면합니다.

④ 중증 장애자등 세상에는 실로 말할 수 없는 지극한 고통 가운데 있으면서도 적으면 적은 대로, 많으면 많은 대로, 자신의 몸을 던져 땀 흘려 일하여 번 소득으로 건전하게 살아가려고 몸부림치는 아름다운 사람들이 많이 있습니다.

여러분들은 부모로부터 좋은 신체를 물려받고 무슨 일이든 할 수 있는 건강을 보유하고 있으면서 어떻게 열심히 그리고 선하게 살려는 사람들에게 기생하여 그들을 괴롭히고, 떼지어 몰려다니면서, 내나라 내 땅의 선량한 이웃들을 못살게 군단 말입니까?

이 시간 이후 여러분들은 심기일전하여 크든 작든 기왕에 관여한 불법조직을 해체하거나 탈퇴하고 필요한 경우 거주지를 옮기는 한이 있더라도, 삶의 방식을 획기적으로 바꾸어야 할 것이며, 과거의 잘못된 행태를 청산하려는 뼈를 깎는 노력이 뒤따라야 할 것입니다.

관계기관은 차후 여러분의 태도와 변화는 물론이요 이동경로나 움직임을 더욱 유심히 관찰할 것이라는 사실을 명심하기 바랍니다.

Lorsque l'évolution des prix de la pierre n'est plus en phase avec la croissance économique, un réajustement est logique. Fin 2007, l'écart est flagrant.

 

La société Xerfi, spécialiste des études sectorielles, avait anticipé l'actuel retournement de tendance, mais prévoit le retour d'un nouveau cycle haussier à partir de 2011. Selon elle, la phase de hausse des prix de l'immobilier est devenue déraisonnable - c'est-à-dire déconnectée de la réalité économique et financière - en fin de cycle, au tournant des années 2002-2003 pour le marché de l'ancien et 2004-2005 pour le neuf. «En d'autres termes, c'est l'exubérance de la fin de la période qui devra être purgée. D'abord erratique (c'est toujours le cas lorsqu'un marché se retourne), la baisse prendra de l'ampleur par la suite. Après plus d'une décennie de hausse ininterrompue, les prix dans l'ancien reculeraient d'environ 3% cette année et de respectivement 4% et 5% pour les maisons et appartements neufs.»

 

 

 

Selon la société, la baisse des prix atteindra pour l'ancien 14,5% sur l'ensemble du cycle, le point bas se trouvant en 2011.

Du côté du neuf, les prix suivraient la même tendance, avec une chute plus longue et plus profonde pour les maisons individuelles que pour les appartements, avec respectivement un repli qui s'étalerait jusqu'en 2013 pour les premières (baisse totale de 12,5%), contre 2010 pour les seconds (et un repli de 5% seulement). Mais Xerfi ne plonge pas dans le pessimisme et s'attend à un rebond pour l'ancien de l'ordre de 6% entre 2011 et 2015, et d'un peu plus de 10% sur la même période pour les appartements neufs.

Des vins en promo sur internet

Les sites internet chateauonline. com, wineandco.com et 1855.com proposent des prix spéciaux à l'occasion des foires aux vins.

Les premiers sites de commerce électronique de vin ont fleuri dès l'arrivée de ce nouveau média. Beaucoup d'entre eux, à l'exemple de ChateauOnline, ont été créés voilà une dizaine d'années, juste avant l'explosion de la bulle internet. Le consommateur, lui, a mis du temps pour s'y habituer et passer sa commande, ce qui n'est d'ailleurs pas pour rien dans l'explosion de la bulle qui avait anticipé un apprentissage plus rapide. S'il lui à fallu du temps pour s'y adapter, il met maintenant les bouchées doubles. Certes, avec ses 20 millions d'&8364;, le chiffre d'affaires de ChateauOnline est encore relativement modeste, mais il devrait doubler dans les dix-huit prochains mois.

 

Des remises variables

 

Le commerce électronique a longtemps buté sur la sécurité des moyens de paiement, maintenant largement résolue, et celui du vin sur la logistique et les livraisons, encore perfectibles. La confiance de l'acheteur étant à peu près acquise, tous ces sites, ou presque, se lancent dans des foires aux vins, avec une technique ultra-simple et qui a fait ses preuves : le rabais. A l'occasion du lancement de la 4e édition de Crazy Bordeaux, le site 1855 affiche entre 11 et 38% de remise sur une sélection de grands bordeaux. ChateauOnline procède de même sur une sélection plus large. La stratégie de Wineandco s'apparente plus à celle de la grande distribution avec une sélection spécifique de 1 500 vins à des prix spéciaux.

Mais tous les sites ne pratiquent pas les foires aux vins. Se considérant comme caviste, Millésima, qui est un des plus grands acteurs dans le monde du vin, n'a pas de programme particulier. En compensation, il propose des actions durant toute l'année, comme récemment trois caisses pour le prix de deux sur une sélection de vins. Ce qui démontre que les stratégies sont loin d'être figées.
